The approval under § 28 para. 1 subpara. 1 of the Austrian Citizenship Act (StbG) pertains to the retention of Austrian citizenship when acquiring another nationality. It requires the applicant to have made average contributions in the interest of the Republic of Austria or to be expected to do so in the future. In contrast, the VIP regulation under § 10 para. 6 StbG relates to the granting of Austrian citizenship to foreign nationals who have rendered extraordinary services to Austria, such as winning a Nobel Prize or an Olympic gold medal. While § 28 focuses on retaining existing citizenship, § 10 para. 6 is about awarding citizenship based on exceptional merit.
